Tigran Hayrapetyan (1964-99) was a political scientist and publicist. In the 1990s, he was an independent expert of the National Security Council of the Republic of Armenia, editor of political periodicals. He founded and directed the Center for Political and International Studies "Armenia-Middle East", headed the RAHAP. During his student years, he actively participated in the Artsakh movement. Since 1991, his journalistic articles have been regularly published in the international press. He was known by the literary code name "Arthur Ovi". He is the author of nearly 400 publications. At the age of 35, he had an accident and died. "Mkhitar Sebastatsi" library is named after him.
